Mission: The foundation shall address special needs housing facing senior, handicapped and disabled individuals requiring support services to be independent to the degree possible.

Scope: The focus of the foundation shall be to develop, own and manage special needs housing programs utilizing public and private financial, professional, and technical resources. The foundation may rehabilitate, purchase and operate special needs housing in order to meet the needs of the clients it will serve. the Board shall determine eligibility requirements.
